Transportation of Students by School Staff

The transportation of students by Saint Paul Public Schools staff in private automobiles is governed by the requirements of Minnesota Statutes, Minnesota Department of Public Safety Rules, and Saint Paul Public Schools Board of Education Policies.

Minnesota statute 169.01 subd. 6 defines a school bus as a vehicle used to transport students to and from school, or on school activities, by a school or a school district, or by someone under an agreement with a school or a school district. The law exempts parents transporting their own children, motor coaches operating under charter carrier authority, and transit buses providing scheduled line service fom the definition of a school bus.

School District employees transporting students in private cars must meet the following requirements:

1) The vehicle must meet Minnesota Standards for a Type III school bus.
2) The vehicle must be inspected as a school bus by the Minnesota State Patrol and must display a valid school bus inspection certificate.
3) The vehicle must be preinspected prior to each use in accordance with Minnesota Department of Public Safety Rule 7470.1300.
4) The driver must follow the requirements of Minnesota Department of Public Safety Rule 7470.1500.
5) The driver and vehicle must meet and follow the requirements of Board of Education Policy and Procedure 714.002 including approval and drivers license check by the Transportation Department.
