Contractor Safety Staff
Each school bus contractor providing student transportation service is required by the contract for transportation services to etablish a safety program meeting School District standards and to employ safety staff to provide training, support, and supervision.
Safety Director/Coordinator
140.    Safety Director/Coordinator       Each successful bidder is required to employ at least one (1) person, approved by the District Transportation Administrator and Transportation Safety Coordinator, in the capacity of Safety Director/Coordinator who is assigned exclusively to service the safety needs of this contract. The Safety Director/Coordinator must be assigned full-time to school bus driver training, safety, and enroute supervision. The Safety Director/Coordinator may not be a school bus driver performing safety duties on a part-time basis.

Further, each terminal, which operates forty (40) or more AM/PM routes for the District, shall have a full-time Safety Director/Coordinator, approved by the District Transportation Administrator and Transportation Safety Coordinator, assigned exclusively to service the safety needs of this contract.

Field and Route Supervision
141.    Field/Route Supervision       Each successful bidder is required to have safety/route supervisory personnel monitor the performance of contract drivers providing District service through route observation and ride-a-long observations. This supervision is in addition to the Safety Director/Coordinator required under Section III-E-140 of these Specifications. The personnel assigned to route/field supervision under this section are subject to approval by the District Transportation Administrator and Transportation Safety Coordinator.

Contractors are required to have safety/route supervisory personnel available to respond to specific requests and problems related to route safety and nonperformance. It is expected that the amount of time spent in on the street safety/route supervision will correspond to the number of buses under contract to the District.

Contractor safety personnel must work in close cooperation with the District Transportation Safety Coordinator, and Traffic Operations Coordinator(s).

142. Minimum Field/Route Supervision Standards The following schedule reflects the minimum field supervision required:
1 through 25 buses 2 days per week
26 through 50 buses 3 days per week
51 through 75 buses 4 days per week
76 or more buses 5 days per week

Video Monitoring System Coordinator
109.    Video Monitoring System Coordinator       Each contractor shall designate a specific person to coordinate requests for video camera assignments on specific routes and shall notify the Transportation Safety Coordinator of the name of the person designated with this responsibility.
